Welcome to the Planning and Building Services Department

Our offices are currently closed to walk-in patrons until further notice in accordance with the Contra Costa County Health Officer’s Order. However, some staff is on-site, while the majority is working remotely to continue to provide planning and permit services during this time. Each Division is also providing some limited services by appointment only.

Please visit the Planning Division and Building Division for specifics regarding services being provided at this time. All Planning Boards and Commissions are continuing to meet via teleconference and online meetings so please visit our Boards and Commissions page for more information.

  • Developing, maintaining, and implementing the General Plan.
  • Reviewing development projects for consistency and compliance with the General Plan, Zoning Ordinance, Subdivision Ordinance, California Environmental Quality Act (CEQA), and applicable building codes.
  • Developing planning policies and standards that promote a quality living and working environment throughout the city.
  • Supporting and providing technical planning assistance to the City Council, Planning Commission, Design Review Board, and the Historic Preservation Advisory Committee.
  • Assessing damage and expediting reconstruction throughout the city following catastrophic events such as an earthquakes, floods, or wildfires.
